Our Doctors

Todd Sheldon


Dr. Todd Sheldon was born and raised in the Pacific Northwest. After graduating from Brigham Young University, he attended the University of Houston College of Optometry on a US Navy Scholarship. He graduated as class valedictorian in 1997.

Dr. Sheldon served as Staff Optometric Physician at the Beaufort Naval Hospital in South Carolina. His duties included directing the contact lens and laser vision correction programs for the fighter jet pilots.

In addition, he has published more than a dozen articles in medical journals on the advancements of eye-health treatments and other eye-health related topics. He has also served as adjunct clinic faculty for three colleges of optometry.

Dr. Sheldon and his wife, Penny, have four beautiful children together. They enjoy hiking, hunting, photography, and travel.



Dr. Brian Oulman grew up in Portland, OR and completed his Bachelor’s degree from Portland State University in 2000. Dr. Oulman earned his Doctor of Optometry from Nova Southeastern University in South Florida in 2008 and was named Student of the Year from the Optometric Physician’s of Washington. He was also awarded the Pediatrics and Binocular Vision Clinical Excellence Award in 2008.

After receiving his doctorate, he began practicing in Spokane, WA and in the Bay Area, CA. Afterwards he returned to his native state and joined COE in 2014. He enjoys examining children and athletes of all ages. His interests include, pediatrics, contact lenses, and treatment of ocular diseases.

While practicing, Dr. Oulman volunteered at the Union Gospel Mission providing eye exams to the less fortunate. He has also volunteered his time at local assisted living facilities, giving educational talks.

Dr. Oulman, his wife and two boys relocated from San Francisco back to the Pacific Northwest to enjoy all it has to offer and be closer to family.




Dr. Toni Decker was raised in the Trinity Forest of Northern California, and after graduating from high school, attended Lassen College on a basketball scholarship.

Dr. Decker completed her undergraduate degree at Arizona State University where she studied chemistry. While obtaining her Bachelors Degree, Dr. Decker was active in analytical chemistry research focused on developing new technology for ultrasmall volume biological analysis, culminating in an academic publication.

After graduating from Arizona State, Dr. Decker enrolled in Pacific University College of Optometry in Forest Grove, Oregon. While attending Pacific University, she was active in many optometry related activities. Notable among these was volunteering at the Virginia Garcia Eye Clinic, the Amigos group, and Special Olympics. While with the Amigos group, she was involved in a trip to Vera Cruz, Mexico, where members gave eye exams and glasses to those in need.

Upon graduation, Dr. Decker started her own practice, Eyes in Motion, dedicated to providing the top level of care to patients. Building on that experience, she joined COE in 2015 to continue her service to the Central Oregon Community. Being an active participant in many athletic competitions, including bike racing and duathlons, she has a keen interest in sports vision and looks to continue developing a specialty practice in this area.

When she is not in the office, Dr. Decker can be found enjoying the Central Oregon lifestyle biking, running, hiking, and horseback riding with her husband, son, and dog.




Dr. Blight was born and raised in southeast Idaho. He attended college at Brigham Young University- Idaho where he studied studio art with a minor in health profession studies. After graduation he completed his Doctor of Optometry degree at Pacific University College of Optometry in Forest Grove Oregon.

During his clinical rotations Dr. Blight was able to gain experience in a wide variety of practice modes. During his time at the Veteran’s Affairs hospital in Spokane Washington he gained skills and knowledge in diagnosis and management of ocular disease including glaucoma, macular degeneration, cataracts, diabetic retinopathy and many other conditions. Following his time at the VA, Dr. Blight completed an externship dedicated to vision therapy and rehabilitation. He worked with a wide range of patients, including children dealing with vision and binocular dysfunction; as well as patients suffering from post-concussive syndrome after sustaining a traumatic brain injury. Dr. Blight then went on to spend a focused rotation on contact lens fitting and evaluation, and learned much about diagnosis and treatment of irregular cornea with specialty contact lenses. Finally Dr. Blight finished his clinical rotation experience at an Indian Health Clinic in Oklahoma focused on primary eye care with an emphasis in ocular disease.

Dr. Blight and his wife Chelsie, have two beautiful and energetic children that keep them both busy. In his free time he enjoys spending time outdoors involved in a variety of activities from working on landscape paintings, hiking, camping and exploring new locations and activities.






Practice Administrator

Mellisa started with COE in September 2009 as the Redmond Front Office Manager where she rapidly assimilated into the COE family. Mellisa now holds the position of Practice Administrator. She has worked with the medical and insurance industry for several years. She loves working with the rest of the COE team and patients, and looks forward to coming to work every day. She is a very meticulous, hard worker, and makes it her goal every day to give every patient the best possible experience.

Mellisa lives in Bend with her three daughters, Taylor, Talya, and Tasia, and her son, Treven. You will love her organization and pleasant, fun personality. She has a passion for learning and loves to read up on current eyewear trends! Speak Greek? Mellisa does too! Come in and chat with her!



Executive Services Administrator

Brooke joined the COE Team in February 2016 as a Patient Care Coordinator in our Sisters office. Her background was in customer service and insurance which allowed her to fit in with our COE family very well. With her eagerness to help with marketing, she was selected to help with our Bend office and moved there in June 2016. As of March 2018, Brooke has moved into the Executive Services Administrator, helping with HR duties and ensuring our Patient Care Coordinator staff are the best in Central Oregon!

Brooke was born in Phoenix AZ and moved to Bend in 1993 with her family, which is still where she resides. She enjoys all the outdoor activities Bend has to offer like hiking, biking, camping, playing football, and spending time with friends, family and baby boy, Carter.



Billing Administrator

Rachelle joined the COE Family in August of 2017 as our Prineville Patient Care Coordinator. Her eagerness and desire to learn has advanced her into a Billing Administrator position in just a few short months! Have questions about your insurance? Call Rachelle – she’s always happy to help!

Born and raised in Prineville, you can find Rachelle spending time with her two kids, Kaden & Macie. They love to be outdoors, enjoying everything that Central Oregon has to offer!



Patient Care Coordinator – Redmond

Clarissa joined the COE family in May 2017 to help Carla at the front office in Redmond. She brings with her several years of medical office and hospital customer service experience. She absolutely adores working with patients to ensure they get the very best care possible! Clarissa is always smiling and never has a bad day!

Clarissa was born in Kentucky, but spent her childhood in Northern California. She moved to Oregon in 2002 to enjoy all the outdoor activities available here. In her free time, you’ll find her dancing or playing at the lake with her family.



Patient Care Coordinator – Prineville

Carla joined us in August 2016 as one of our Patient Care Coordinators in our  Prineville office. Carla has many years of customer service experience, and enjoys interacting with all of our patients. She is empathetic and loves people!

Carla is a native of Central Oregon and enjoys raising her daughter in the diverse, family friendly environment Central Oregon has to offer. She enjoys shopping and spending time with her family. In the Fall, you’ll find her watching football and rooting for the Raiders!



Patient Care Coordinator – Madras

Michelle joined our COE Family in January 2016 as the Patient Care Coordinator for our Madras office. She has many years of customer service and sales experience. You’ll always feel relaxed and like family because of her welcoming smile!

Michelle moved to Central Oregon from Los Angeles, California as a teenager with her family, but has always felt as though Oregon was home. She now lives in Madras with her husband and four children (Alexander, Jonathan, Daniel and Sofia). For fun they like to watch sports, go fishing, and shopping. Michelle loves purses, makeup, and the Dodgers.



Insurance Verification

Taylor started helping file paperwork back in 2011 when her mom (Mellisa) needed help in the office. Since, she’s moved from filing, to Medical Records Clerk, helping upload documents, cleaning, and now Insurance Verification. She’s also the first to volunteer to help out at front desk in any of our offices when we’re short staffed. We just love her giving heart and “team” attitude.

Taylor also attends COCC and hopes to transfer to Cal Poly with her AAOT in the coming years to earn a degree in engineering. But in the mean time, you’ll either find her working at COE or having fun waitressing at Olive Garden. In her scarce free time, she enjoys hiking, movies, caving with her friends, and taking her little brother to Sun Mountain Fun Center.



Medical Records Clerk

Talya joined the COE Family in June 2016. She began the long task of scanning in all of our paper charts as we became a fully “paperless environment.” Today she still helps scan in what little paper COE still generates and helps to tidy up the offices. While she normally works after school or weekends, the few times she’s in the office, she loves interacting with patients – Talya believes that is the best part of the job!

Talya is a busy teenager. Not only is she a great student at Mountain View High School in Bend, but she’s part of the Concert and Jazz Choirs and is participating in her 4th year with Youth Choir of Central Oregon. She hopes to attend Julliard and sing on Broadway! We’re all rooting for you, Talya!



Medical Records Clerk

Tasia, or “Sia” began working at COE in January of 2017. Like her older sisters, she began scanning in paperwork and cleaning offices to help out senior staff (we keep them pretty busy). She hopes to learn all the ins and outs of insurance so that she can take on the “Insurance Verification” torch one day.

Currently Tasia is a student at Mountain View High School, where she plays cello in the MV orchestra and hopes to make it onto the Chamber Orchestra. She also participates in the Robotics Club and takes Japanese. Tasia is obsessed with Japanese culture and hopes to become an English teacher in Japan when she’s older.

Optometric Technicians



Senior Optometric Technician

Megan joined the COE Team in March 2016 and is Dr. Oulman’s technician. Megan enjoys helping patients with their vision, with a special interest in maintaining patients’ ocular health. She looks forward to seeing you year after year!

Megan relocated to Redmond from Spokane when she was 4 years old.  She resides with her husband Dustin and her daughter Lailah. When not at work, Megan enjoys spending time with her family, hunting, fishing and basically anything outdoors.



Optometric Technician

Cinthia joined the COE Family in February 2017. Although she came to COE with no tech experience, she has excelled in her position. She loves the relationships she is building with patients as well as her coworkers. She is Dr. Blight’s technician.

Cinthia was born and raised in Central Oregon. She loves living in our beautiful area and can be found sightseeing in her spare time. She graduated from Madras High School and attends classes at COCC with one day hoping she becomes an Optometrist. She likes music, and reading. She is always willing to learn something new. What she likes most about her job is being able to help people around the community.




Optician – Redmond

Scott Walters joined the COE Family in May 2011 as an optician. His favorite part of the job is working with our patients and picking out the perfect frame. He explains, “Frames have become the new accessory. They are like the perfect tie or earrings. They can be professional, spunky, or even inconspicuous. Your options are limitless!”

Scott, his wife Kristy, and two children, Jace and MaKayla, have lived in Central Oregon since 2001. They enjoy the outdoors and you can find them on weekends camping, fishing, hunting and four-wheeling.



Optician – Redmond

Kalysa joined Central Oregon Eyecare in August 2017 as a Patient Care Coordinator. She has a back ground in patient/customer services and referrals. In fact, she loved working with patients so much that she used her fashion expertise to land a position as an optician!

Kalysa was born and raised in Central Oregon, but she also lived in Eugene for schooling. She graduated from Lane Community College with an Associates of Arts degree in 2012 and the University of Oregon with a Bachelor’s degree in 2016, majoring in Psychology. While in college Kalysa was part of a semiprofessional dance company where she traveled all around the West Coast. She has been dancing since she was just 3 years old, and now spends most her free time dancing.



Optician – Prineville

Charity joined COE in May 2012 as an optometric technician. She has nearly 20 years of customer service experience and loves working with people and learning new things every day.

In February 2013, she made the life changing move to become an Optician for COE. She has done amazingly well and has even developed a following in Madras and Prineville of patients that absolutely love her. In November 2014, Charity received her ABO certification (American Board of Opticianry) and COE couldn’t be more proud!

Born and raised in Oregon, Charity has five children ranging in ages from 3 years to 21 years. She enjoys reading, hunting, camping, and just spending quality time with her family. She is a 5th generation Oregonian.



Optician – Madras

Guadalupe joined COE in August 2016 as optical support. Her eagerness to learn and great customer service allowed her to become a full time optician in Madras within a few months. Lupe, as we all like to call her, likes to make sure that every patient has a great experience. Her favorite part of the job is seeing people’s reactions when they are able to see clearly and simply just to help people.

Guadalupe is originally from Yakima, Washington. She moved to Madras in 2004 and loves the slow pace life here in Central Oregon. Lupe, her husband Roy and her 4 sons, Roy, Robert, Rigo, and Ricky, love to work on cars on their spare time.



Optician – Sisters

Rebeca joined the COE team in November 2016 as an Optical Assistant, but that wasn’t enough for her! Rebeca’s goal was to become an Optician for COE and in May 2017, she succeeded. We couldn’t be more proud!

Originally born in Los Angeles, Rebeca moved to Oregon at the age of 15 with her family. Rebeca, with her six children, has called Madras their home ever since. On the weekends, you’ll find her enjoying everything that Central Oregon has to offer, including hiking! Rebeca also enjoys sightseeing, roads trips, cooking and baking with her family.
